New Delhi: Prime Minister Narendra Modi inaugurated the 9th edition of the India Mobile Congress 2025 (IMC) at Yashobhoomi New Delhi on Tuesday calling it a landmark in India’s technological and industrial transformation. Describing the event as the “symbol of India’s telecom success story” the Prime Minister said the journey from 2G struggles to nationwide 5G coverage marks the realization of the Aatmanirbhar Bharat vision.
Digital Empowerment and Indigenous Innovation
Addressing the gathering of innovators industry leaders and policymakers Modi announced that India has launched its Made in India 4G stack placing the nation among the five countries in the world with this technological capability. He said nearly one lakh 4G towers were activated simultaneously enabling over two crore citizens to join India’s digital revolution.
Highlighting the achievement he called it “a major step toward technological independence” and said the indigenous stack will also drive export opportunities and support the government’s India 6G Vision 2030.
The Prime Minister said India now has the world’s second largest telecom market and second largest 5G network powered by the energy of its youth and startup ecosystem. “Digital connectivity in India is no longer a privilege or luxury. It has become an integral part of every Indian’s life,” he said.
Investment and Reform Momentum
Emphasizing India’s investor-friendly climate Modi said the new Telecommunications Act has replaced colonial-era laws to create a modern framework that facilitates ease of doing business. The reform he noted has accelerated tower and fibre expansion while improving regulatory efficiency.
He urged global investors to see India as a trusted hub for manufacturing semiconductors mobile components and telecom equipment. “This is the best time to invest innovate and make in India,” he declared adding that India’s cost of one GB of wireless data is now lower than the price of a cup of tea.
Startups as Catalysts of Change
PM Modi highlighted that over 500 startups are participating in IMC 2025 showcasing new ideas in quantum communication 6G optical networks and semiconductor design. He said government-funded initiatives such as the Telecom Technology Development Fund and Digital Communications Innovations Square are empowering innovators to build solutions for the future.
“India will be empowered by the speed of startups and the scale of established players working together,” he said noting that the next wave of growth will be driven by collaborative efforts among industry academia and policymakers.
Global Opportunities and Future Outlook
The Prime Minister underlined that the world’s search for reliable partners in manufacturing semiconductors and telecom networks presents India with a strategic opportunity. Work is underway on ten semiconductor fabrication units across the country and India is positioning itself as a global data hub through investments in cloud and data-centre infrastructure.
He concluded by reaffirming that India’s journey from digital consumer to digital creator will define the next decade. “Wherever global bottlenecks exist India has the opportunity to provide solutions,” he said extending his best wishes to all participants of IMC 2025.

Jointly organised by the Department of Telecommunications (DoT) and the Cellular Operators Association of India (COAI) IMC 2025 is being held from October 8 to 11 under the theme “Innovate to Transform.” The forum features over 400 companies 800 speakers and 150 international delegations across emerging areas including 5G 6G AI smart mobility quantum computing and green technology.
