New Delhi, December 4: On the eve of the 22nd meeting of the India–Russia Inter‑Governmental Commission on Military & Military Technical Cooperation (IRIGC-M&MTC), India’s Defence Minister Rajnath Singh reaffirmed that Russia remains “India’s strategic partner in technology and defence,” signalling continued commitment to deep defence collaboration between New Delhi and Moscow.

Singh’s remarks came as Russia’s Defence Minister Andrei Belousov arrived in Delhi. The two ministers are scheduled to co-chair the upcoming IRIGC-M&MTC meeting in New Delhi on December 4, 2025.

During the meeting, both sides are expected to review a wide-ranging agenda covering military-technical cooperation, joint defence production, and logistics support under recently ratified agreements that aim to deepen the bilateral strategic partnership.

This renewed emphasis on defence cooperation comes at a time when the broader bilateral relationship is being strengthened under the upcoming two-day visit of Russian President Vladimir Putin, scheduled for December 4–5, 2025, for the 23rd India–Russia Annual Summit.

Indian officials describe the current phase as a shift from unilateral procurement toward deeper joint production and technology transfer aiming to make defence cooperation more self-reliant and future-oriented.

Observers note that this renewed push for collaboration in defence technology and manufacturing underlines India’s strategic approach: maintaining robust partnerships while diversifying and modernizing its defence capabilities in a changing global security environment.
